I have pressed Japanese Goverment to arrange for deportation direct to Hongkong but they now say they must give Indians chance of going to Shanghai. They are pro- pared to (?give) necessary notice to men as soon as our arrangements are complete. In view however of difficulties in the way or arresting deportees which apparently exist at Shanghai I request instructions. The Fakuai Ikru which sails on November 14th would afford suitable oppor- tunity and Japanese Goverment would have no objection to a police officer being sent to Nagasaki from Shanghai to watch me. Whilst on board.
